Best Practices for Effective Legislative Advocacy

Effective legislative advocacy is about more than supporting an issue — it’s about building relationships, communicating clearly, and engaging with professionalism and credibility. Whether advocating for your business, organization, or community, a thoughtful and strategic approach can help ensure your voice is heard and your message makes a meaningful impact.
The following tips can help you make your advocacy efforts more effective and impactful:

Build Relationships
- Spend time developing relationships with legislative aides and other key staff members. They are often influential in shaping policy and can provide valuable insights.
- Don’t be offended if a legislator cannot meet with you directly. Meetings with aides or staff can be just as valuable.

Communicate Clearly
- Focus on one or two issues per contact. Overloading a meeting or phone call with too many topics can dilute your message.
- Use accurate fact sheets and talking points to explain your position.
- Admit when you don’t know an answer, but always follow up with the correct information.

Maintain Professionalism and Integrity
- Be courteous, remember names, and always thank those who assist you, whether in person or with a follow-up note.
- Your word is your bond. Maintain integrity—never lie or exaggerate your cause.
- Don’t make promises you cannot deliver.

Engage Respectfully
- Spend time with legislators even if their position differs from yours.
- Building a rapport may reduce opposition and even change perspectives over time.
- Avoid threatening, pressuring, attacking, or begging a legislator to take action. Today’s opponent could be tomorrow’s ally.

Leverage Allies and Knowledge
- Look for friends everywhere—political alignment isn’t always necessary. Allies are those willing to collaborate regardless of party or viewpoint.
- Identify supportive organizations both locally and statewide to broaden your base of influence.
- Become familiar with the legislative process in Virginia, including how a bill becomes law. Remember, legislators may review 2,500–3,000 bills in a single session—they can’t know everything.

By applying these best practices, your advocacy efforts will be strategic, credible, and far more likely to create meaningful impact. Visit regionalchamber.biz to access our Grassroots Advocacy Toolkit and explore ways to make your voice heard.

As you continue engaging in advocacy and community conversations throughout the year, we also encourage you to save the date for one of the region’s longtime traditions focused on civic engagement and connection.
