The Top of Virginia Regional Chamber (TVRC) has long believed that strong communities are built by strong leaders. Through its Leadership Academy, the Chamber is investing in the people who will guide businesses, strengthen organizations, and serve our region for years to come.
Leadership is not a single skill — it is a mindset, a commitment to growth, and a willingness to engage with the challenges and opportunities that shape our community. The Leadership Academy was created to cultivate that mindset at every stage of development.
Through three distinct programs, TVRC equips participants with the knowledge, experience, and relationships needed to lead effectively in business, civic, and community roles.
The Leadership Academy includes:
Arising Leadership Program (ALP) – Designed for rising junior and senior high school students exploring career pathways and leadership growth.
Business Leadership Program (BLP) – Tailored for mid-level professionals, senior leaders, and small business owners who want to strengthen their leadership capacity.
Community Leadership Program (CLP) – A comprehensive nine-month experience for individuals seeking to expand their regional knowledge and civic impact.
Each program is intentionally designed to meet participants where they are, while challenging them to grow, connect, and lead with greater purpose.
Arising Leadership Program (ALP)
The Arising Leadership Program is designed specifically for rising junior and senior high school students who are beginning to consider career paths and future opportunities.
At this pivotal stage in life, exposure matters. ALP provides students with meaningful insight into what leadership looks like in action — across industries, organizations, and public service roles.
Program Goals:
- Cultivate leadership and communication skills
- Explore the diverse facets of the Top of Virginia region’s career opportunities in business, government, and the non-profit sectors
- Instill and nurture a sense of civic and social responsibility
- Provide participants with a specific career pathway shadow session
Through multiple full-day sessions, students explore topics such as leadership fundamentals, community development, workforce readiness, and industry insights. They meet professionals from business, government, education, healthcare, and nonprofit sectors, gaining firsthand exposure to real-world career paths.
What sets ALP apart is its interactive format. Students don’t simply observe — they engage. After each session, participants have opportunities to ask questions, network with professionals, and begin building connections that could influence internships, mentorships, or future employment.
By the end of the program, students walk away with increased confidence, a clearer understanding of career possibilities, and a deeper appreciation for the region they call home.
Business Leadership Program (BLP)
The Business Leadership Program (BLP) is designed for professionals who are ready to move beyond management and fully step into leadership. It’s built for individuals who want to lead with intention — shaping culture, influencing people, and driving meaningful results.
Whether a mid-level manager, senior executive, or small business owner, participants come to BLP seeking growth — and they leave with sharpened clarity, renewed purpose, and practical strategies to lead more effectively. Throughout the program, they engage in meaningful discussions, real-world case studies, and peer collaboration that strengthen both confidence and capability.
BLP thoughtfully bridges the gap between day-to-day operational management and high-level executive leadership. It creates an intentional space for emerging and established leaders alike to step away from daily demands and engage in honest dialogue, reflective learning, and practical application. Participants are challenged to examine how their personal values align with their professional leadership, strengthening authenticity, confidence, and long-term impact.

Community Leadership Program (CLP)
The Community Leadership Program (CLP) is a nine-month immersive experience for individuals who want to deepen their understanding of the region and expand their civic involvement.
Leadership in a community setting requires more than expertise — it requires perspective. CLP provides that perspective.
Participants gain insight into the complex systems and issues shaping:
- City of Winchester
- Clarke County
- Frederick County
Through CLP, participants experience:
- Educational sessions that expand knowledge of the region and the critical issues shaping its future
- Exposure to key sectors, including local government, education systems, businesses, and nonprofit organizations
- Direct engagement with community leaders and local decision-makers
CLP is intentionally structured to move beyond observation. Participants are challenged not only to learn about community issues — but examine them through a leadership lens. Through dialogue, collaboration, and real-world exposure, they are encouraged to think critically, ask thoughtful questions, and identify where their skills and influence can make a measurable difference. The program cultivates leaders who are informed, connected, and prepared to take action.
Graduates of CLP frequently go on to serve on nonprofit boards, civic committees, advisory groups, and regional initiatives. Many step into expanded roles within their organizations, while others launch new community efforts sparked by relationships formed during the program. Participants consistently describe CLP as transformative — broadening their professional networks, strengthening cross-sector connections, and deepening their sense of responsibility to the region.
Upon completion, graduates receive a certificate of accomplishment and join an engaged and growing alumni network.
